Who is responsible for this predicament?

The Goverment or the people, yeah its time to ask 'who is responsible for this difficult situation we are facing it right nw'.
Its been 61 years now that India is a free country. We have seen many up's & downs just like any other nation. But still we overcome all difficulties and emerged as superpower in this world and speaking in the terms of economy Indias G.D.P is among top 5 nations of the world. New IT hubs are setting up in country, infrastructure is developing at rapidscale but what about poverty? Does any one is concerned about that?
The answer is NO. Goverment is playing all his dirty games with these people and are unable to provide them even with basic nescessities like food, clothing and shelter. India's economy is one of the fastest developing economies of this world but since last 61 years India's poverty % declined only 4% i.e. 46 to 42 where as our neighbour Chima has to literaly eradicated it from its grounds. So what is the problem with India? Does poverty has become a part of our country?
Now its time we have to act solemnly to eradicate this evil omen from our land. Goverment should make new laws regarding free education for poor people with which they can obtain good qualification which will help them to secure their future. They should be provided with better housing and sanitation facilities and also they can help diffrent N.G.O's which are helping poor people and supporting them so that they could easily stand on their own feet.
If we can manage to do even this much also we can easily become a developed nation till 2020. Now all depend upon goverment policies and attitude of our countrymen. Otherwise it would be too late for these people whose voices arent getting heard by anyone, not by people, not by goverment and not even by god itself.
